If you keep eastern box turtles in MD, you need to see the proposed changes to MD regulation over in the Herp Law forum.
IF the proposed changes go through, breeding (of at least native species) will be legal with a permit. For eastern box turtles, that means you can have ONE without a permit. If you have more than one, you'll need a permit, and need a permit to breed. If you have more than one, you'll need proof that, other than one of them, they did NOT come from the wild in MD or were in possession before 1993. You'll have to keep breeding records, and your paperwork and animal housing area is subject to inspection at any "reasonable" time by DNR.
