3 inch flexwatt and 36qt bins Question?

I only have two bins to heat so do I put the flexwatt longways under the bins or only in the back(these are the flat bins not tall)?
If it doesnt matter Id rather put it longways cause they sit that way on the shelf.But I dont want to make the bins too hot either.

If the room temps are 75 and I need to keep the bins around 80ish Ive been told the 3in. flex wont heat the ambient temp of the bin only a hotspot on the floor of the bin..If I put a square of Reflextic on top of each bin would that help? And should I put it on the outside of the lid or the inside?
