without knowing ANYTHING about this

this radiograph is completely (and I mean completely, with the information available in your post) undiagnostic.

where is the lateral (side) view? and with torts, lateral views are no walk in the park, you have to have an xray machine that can pivot to take the picture with the tort laying in a natural position (turning the tort on its side does no good.

I know it would be unwise to diagnose (even with excellent radiographs) on this board, but I could help your vet or you go in the right direction with the proper rads.
