It obviously has to do with a male being ready to breed, but is it a visual thing? If so, what does it look like, when does it occur, got pics?

It's actually hemipene sheds. It just means that the male has shed the skin around his hemipenes - nothin to do with fertility. Usually some gunk (urates, scent gland goo, etc) is attached to them and so they often look like they must be something more than just a piece of shed skin.
A good rule of thumb if you're unsure about a male being mature enough to breed - at least 18 months old, or over 800 grams.
