Does anyone know about those PowerSun bulbs that do UVB and heat together? I'm not sure who makes them. Would a 100watt bulb be too hot for a 20L tank for a baby? Thanks in advance.

Zoo Med makes Powersun Mercury Vapor bulbs. They come in 100 and 160 watt. I own both. You have to mount them so they are at least 18" away from the dragon at the closest spot. These bulbs must face straight down or the filiment will break.
I don't recommend them for your application. You have to mount the bulb so far away that there won't be near enough heat. I'd get an 18" flourescent fixture and use a Zoo Med 10.0 bulb if you are using a fine screen top or a 5.0 if not using a top. You'll have to experiment a little to figure out what bulb to use to get the temps. right. You need to measure the temps. with a digital thermometer to be accurate. The basking spot should be 105-110 surface temp. with a background air temp on the hot side of 85-90. The cool side should be 80 or less air temp.
