Unfortunately I experience a couple of hatchlings w/ this type of deformity each year. I have not been able to figure out the reason as there seems to be no consistancy of pattern to this occurrence that I can see.

One possibility is that the parents both carry recessive but deleterious traits.
Unfortunately, that defect is not confined to just graybands. I've seen it happen now and then in a lot of colubrids. My best guess is that it is temperature related. I'm noticing the interesting pattern on the animal in that picture which also makes me lean towards the temperature as having a role in this tragedy.
