Are ball python banned in NYC (yes)

As of June 29, 1999 the ownership of the Ball python has been banned within the city of New York.
The Department of Health made the move to ban hundreds of species of animals from ownership within the city limits claiming them to be harmful to the public. Ferrets, sugar gliders, the family Pythonidae which includes ball pythons (royal pythons) and the common green iguana are only a few of those animals that would now be illegal to own. These pets were lumped in with animals such as elephants, tigers, wolves, venomous snakes, bears and more.
I use to live in NYC up to 2003. I had 3 green iguana that i had to give away because of that.

i hear you can obtain a permit to keep them in the boroughs?

I just read the Animal Care And Control of New York City web page and didn't find anything about any ball python licenses othe that the ones for A zoological park or aquarium, laboratory operated pursuant, circus or native wildlife rehabilitator licensed by federal or state agencies. If anyone do know about any licenses for ball python please let me know because i have friends that will love to get then. For me i have no problem because i live out of the city only by 10 minutes but still not in the city.
