Nicaraguan Red Tail Boa

Is a 4'Lx2'Wx3'H cage good for one adult Nic. Rtb? Do they have good temperament ? and rtb's in general are more active than ball pythons right?

That should be plenty big.
Hate to split hairs, but "Nicaraguan Boa" is the correct terminology.
Nicaraguan Boas are not Red-tails.
Boa constrictor constrictor (Bcc) are Red-tails.
Nicaraguan Boas, Boa constrictor imperitor (Bci) are Common Boas.

I've always found Nicaraguans to be tame. They are much more active than Ball Pythons.

They are not "Red-tails" though. That designation, in proper use, is for the subspecies Boa constrictor constrictor or BCC. Nicaraguans are Boa constrictor imperator or BCI.

A 4'x2' cage will be more than enough room for even the largest female Nicaraguan. Nics are small boas, and many breeders keep them in CB-70 bins. While I think this is fine, especially for males, I feel that they use the space given to them well and prefer a 4'x2' cage for females.

That extra height will give you problems with climate control, and for the most part go unused. There are some cages, for example the Animal Plastics T10 that are 14" tall can can be bought with a shelf. Boas seem to like the shelf option. I have a larger female Orangetail Hypo in one such cage and the male Leopard that I bred to her would often hang out on it when he wanted to get away (early on introduction and after he was finished). It also gives them something to crawl on, which I would typically see the female hanging from in the morning.
