Male ETB Breeding Size?

I have a 4.5' female ETB and a male that is about 2' long. I usually house them separately, but I recently started putting them together. I haven't seen them lock up at all yet but I have seen some strange behavior. When I look in the cage, I see the female with her cloaca open and nothing really coming out. The male will climb on her a little but like I said earlier no locking up (that I've seen). I have also notice white stuff on the floor of the cage and it doesn't seem to be urate (no strong smell and looks watery). Are they breeding and I am just not seeing it? Is my female looking for love, but the male isn't quite old enough? Is that white stuff sperm (I don't know how reptile sperm looks)?
Just looking for some thoughts.

At 2' I'd be really suprised if he's old/big enough to be sexually mature. I never say "never" but I would bet he needs at least another year to be close to maturity. Check out the pic I posted of a young male I have. he's 3' or so and not mature yet.

I figured he was too small. Any Ideas about my female's behavior with the open cloaca? I only see that when their in the same cage together. Is it a stress or territorial thing?

Probably advertising her suitability for mating! She can't discern the age/ability of your boy. Too bad you don't have a mature male to throw in w/her! If you lived w/in driving distance of Las Vegas I'd lend you one of my boys!
