is 4 weeks old to young to ship?

Yes. At 4 weeks it most likely hasn't even had a meal yet. If you are purchasing this animal wait until it gets a few meals in it's belly. The snake will be healthier and you will know that it has eaten.

If you are selling/shipping - wait. Feed the animal a few times (I never buy or ship anything that hasn't had 5 meals).

The snake just hatched a month ago, and is most likely pretty stressed the way it is. They can be tricky to get to eat to begin with... adding the stress of shipping can't help.
