I have my incubator set at 89 degrees, but it seems to occasionally drop down as low as 86 degress. Will this temperature fluctuation harm the eggs that are in there?

It could. That is a good variance in temps. Mine goes from 88.3 to 88.7 at times.
Are you using the rheostat wafer type of incubator? They can have some temps swings.
Do you have yours hooked up to thermostat?
It is a cabinet type incubator with a Helix thermostat. I think the fluctuations are caused by changes in the room temperature and the incubator needing a few minutes to adjust itself.
Short term temp. fluctuations are nothing to worry about. If it's long term, say something like a week or more, then you might run into complications. I've incubated clutches through hurricane power outages and have had minimal losses. Longest I went was about 14 days with temps in the low 80's.

Add some water bottles if there is space for it...It helps to stabilize things.
