Was wondering if anyone could recommend a breeder that specializes in breeding locales. thanks

A lot of Boa breeders breed pure locality stock, but also breed other boas like morphs. I'm one to raise my hand on both. Vin Russo breeds both and has some excellent locality stock. Jared Horenstien should have some locale boas this year. Matt Lerer has some awesome reverse stripe Hypo Panamanians, a locale specific morph. Gus Rentfro ONLY breeds locale specifics, and most of the pure lines out there can be credited to his work in some part. Barry Miller produces some great boas as well. Rich Ihle breeds Sabogae, I think that's his only non-morph project (at least publicly). Tom Burke has some pure Sonoran and pure Nicaraguan morphs, as well.

People often forget that there are locale specific Colombian boas when they speak of localities. Gus breeds some great Baranquilla Colombians. There are a few breeders that have absolutely pure Colombian morphs, but most have other blood in them. It is surprisingly hard to find a true pure bred Colombian.

By no means a complete list, but hopefully it will get you started, and thinking.
