Measurements of UV light

What do the measurements on UV lights mean? I've seen 5.0, 10.0, 25, 50. How do I Know which one to use? And how do i know how many watts to use?

The best guy to answer those questions is Bob Mac. He designed the first Mercury vapor UVB bulb, and knows tons about light, UV, and heat, and he is super approachable. Here is his web site
