height can be anywhere between 18-24" depending on how high of a basking spot you want to use and if the heat/uvb lights are going to be mounted inside or not. I would use a lower cage if you don't plan to mount at least the UVB light inside the cage or use tall wide basking spots. Go for taller if you are going to use Mercury Vapor UVB type bulbs mounted outside of the cage.
I use 2' height in my 5'x2' bearded dragon but both fixtures are mounted inside the cage, so the florescent tube UVB light hangs lower in the cage

I would go for 2 feet high.
My cages have an outside measure of 2'. That makes the inside 1 1/2" less. I mount my lights inside as you can see. I conserves heat efficiently with the lights inside and makes them stackable.

Do you have or use any covers on your basking lights? Is it needed? I'm planning on making some cages as well and was just wondering what can I use to be safe so they don't accidently get burned.
