I have found that Eastern Milks have the genetics to produce red, and orange colors in many locations within their range.
The frequency of these phases may vary from location to location, however the trend does not have a geographic resriction. Integrade animals do occur in areas at the southern, and western edges of their range, and these animals are at times very nice looking, and sometimes as dull as dirt. Other localities deep in the middle of the Eastern Milks range far from any possible integration you can find red, and orange color phases. My home state of Pa. is a good example. I have found colorfull snakes in the north, as well as the southern counties.
These snakes may be 1 in 100, or maybe 1 in 1000. I can tell you that they are the exception to the norm and I appritiate them more than any other Milk Snake.
