Tortoise does not drink when soaked

I have a tortoise that does not drink when soeaked every 4 days or so. She just sits in the water for 15 mins and remains still. She is healthy otherwise and growing. Is this a problem... should I do something to encourage her to drinnk. is this normal behavior. Thanks for reading.

I have a russian that has not drank anything in three years. Offer it anyway just in case. If its an adult and still won't drink every four days, it is safe to try each week. Hatchlings are one that would require more water intake, and should be offered it every day or every other day.

I believe the whole idea of soaking is that they absorb the water through their skin. My little sulcata drinks some times but not often.
