Is this snake tank okay?

I've read that getting too big of a tank for a small cali king is not a good idea, so I'm gonna get something small. However if you guys think getting a 10gal is fine, I'll be happy to do so.
Why? For some reason, a 10gal costs $10 here, but if I want a 5gal, it's still $10-13. D:. Ripoff.

Anyway I'll also be buying a UTH and a analog thermostat.

This is where I need the most help on. So all I do is cover half of the bottom of the tank with the UTH correct? I don't need to measure temps or anything like that?
