Dwarf Retic owning in Florida

Will the Florida laws allow you to own a dwarf or super dwarf retic without registration or licensing?

The rule doesn't make distinctions for sub-groups or young small animals. If you have a retic of any kind, it would require the permit (as well as the required minimum caging for size, strength, perch area, etc). You can however call to double check.
