I am an advocate of housing tortoises outside if possible. With that bias in mind, the Russian or Horsefield's tortoise might be an OK choice, they are found further North than any other tortoise under natural conditions, and they have a short but intense season, the Spring to early Summer. Research them, and maybe you can make it work. Be sure they can stay dry, you must have excellent drainage in ourdoor pens. They are feisty and active, inexpensive and available, try to get a captive bred hatchling. The European tortoises might also work, like Herrmans', some forms of T.graeca, Marginated. Otherwise, you will need an indoor setup, and you really need to think it through how to safely hibernate tortoises in what I presume is a pretty extreme cold weather climate. Good luck and do the research so this goes well and is fun. Vic H.
