leopard subspecies and housing

Hi,
I am investigating getting a leopard tortoise. What i want to know is if animals sold as the smaller subspecies can be relied upon to only reach that size. I am living in an apartment for another year and a half for graduate aschool- also obviously what do you think the size requirements for babcocki are-thanks-
