Garter Snake? Seattle, Wa area

My husband found this snake last Friday when he was cycling on the Green River Bike Trail. It was sunning itself in the middle of the bike trail (it was the first sunny day we had had in a couple of weeks). I'm pretty sure it is a Garter snake. He bothered it long enough to get a couple of pictures and then got it off the trail ( he didn't want anyone to come along and kill it, we all know that there are those people out there that will kill it just because it is a snake). He said it skunked him pretty good, which really tells me that it was a Garter. Am I right?

Definitely Garter. Maybe a Wandering Garter?
