That looks like Dinodon rufozonatum. It is a species that is commonly imported from Asia.

Chris' ID is correct ,.....and a healthy, colorful one too!
Their common name is Red Banded Wolfsnake,...they are semi-aquatic, and feed on frogs and fish.
