DHL sunburn?

Is it possible for DHL's to get sunburns? When I first started using a basking lamp my DHL got a lot more color than when I first got him, but he also developed red spots around his head and sides. Is this normal pigment, or is it a sign of some type of irritation? Could it also be the sand (it's just normal play sand bought at Home Depot)? In any event, I am surprised that he is still getting red considering that I switched to a 40 watt bulb and do not place the light to where it would directly shine on him.

One 40 watt is not nearly enough, it should be about 100 on one end of the cage and about 70-80 on the other (depending on the size of the cage).

Well, wouldn't this be enough considering that I have multiple other heat sources (heat rock, heat pad (on side of tank))? The temperature on that side stays around 85-90, which seems to be sufficient, as he stays active during the day.
