Help! Need quick answers!

There was a turtle spotted near my house. Being that I live in a town with no streams or turtle-type habitats, I believe it has been abandoned. I am going to try to find it and bring it home, as the temp here will be dropping soon, and if he's still out there, he probably won't make it for more than a month.
I'm hoping to find another home for him if I do find him, but it might not be right away. I also have no guarentee on finding another home.
That being the case, here's my question: what am I going to need to know for at least temporary care? (If I end up keeping him, I'll research some more on my own) I know most turtles can eat vegetables, but what kinds are best? What about forms of protein?
He'll probably be housed temporarily in a 10 gallon tank. How much of the tank, if any, needs to have water? Will I need any type of heat source if he'll be with me for only a couple of weeks while the house is still warm? I do realize that some of this depends on the type of turtle, but the most generalized answer could help!
Any help at all is welcome! I'm hopeing to go out tomarrow to find him, if he's still in the same area and has not yet been found by someone else!

Quick answer:

You've told us NOTHING about this turtle... not even where you are in the world. So it's hard to help you.

Find the turtle, if it's still there. Place it in a tank with enough water so it's only half covered by the water. Then either post a picture here or give us a complete description.

Then we'll see what we can do.

And remember: just because there are no streams doesn't mean that there are no wild turtles. There are LAND turtles, too.

Sorry, didn't even think of this. Haven't found him yet, Probably won't look again after tomarrow.
As for where I live: middle of a pennsylvania city (south east corner of the state). In this area turtles are only common around the streams. The closest river is about 1/2 mile away (across railroad tracks and an industrial park) and the nearest creek is about 3 miles away.
The person who told me about the turtle saw it near an apartment complex, and not too far from an elementary school. The only description I got was it was about 10-12 inches in diameter.
As I said, I probably won't look again after tomarrow. Hope someone else found him and he wasn't hit by a car.
