I do no claim to be an expert in these matters because I've only had one sulcata (slightly smaller than yours when I got it), and there was a legion of people who swore 'she' was a 'she', so I named her Charlotte. She grew quite large, probably 15" or so, before she proved (and decorum forbids any further comment) beyond any doubt,that 'she' was a he.
I think your little one may still be too small to sex accurately.

Normally I wouldn't venture a guess until the animal is at least 30 or 40 Pounds but it does look like a female. I wouldn't put much weight to that opinion though. I've got an animal that I got at 15 lbs that I swear was a female but...
