Nongravid Nesting?

My Corn Snake (I think Female) keeps using her body to scoop the substrate in her cage over into a pile. She is not gravid, and has never been bred. Is this "normal?" Is she nesting?

Are you using an Under the Tank Heater? If so, maybe the snake is trying to get closer to the heat source.
