just tonight i was watching him and spit up some white foamie stuff.does anybody have a clue to what it is and how its caused.

You are killing your monitor and you need proper husbandry. Pretty straight forward.

You don't need a vet, you need the Savannah Monitor book by Bennett, along with proper setup, most of all proper temps.

Check out our site for a simple straight forward caresheet, and order that book asap.

If you get your temps to appropriate levels, you have a chance of saving the animal. If you don't, dead animal.
