I house them in pairs all the time, just feed separately, I take them out and feed them, then return them.
Brumation (winter cooling) is your best guarantee to get a successful breeding, but not brumating is also not a guarantee they won't breed.
In other words, if they want to breed badly enough, they will!

genrally would a 20 gallon work for a pair of garters?
We have 1 30 gallon tank that has 2 male garters and 3 female Dekayi snakes, 1 20 long tank with a pair, another 20 long with 2 males.
A 20 tall would work, but they are not much bigger than a 10 gallon for floor space.
I would use a 20 tall as a temporary home, and keep my eyes open while driving around (Got 2 tanks free curbside)
Check at thrift stores and Salvation army stores, sometimes you can get fairly large tanks really cheap.

You didn't specify, so I feel the need to ask... You are talking about *two* garters of the same species/subspecies here, correct? When you ask about housing two garters permantely together?

yes i did mean the same specie/subspecie. and if it helps in any way probably if i could a male and female together.

You should have no problem. Particularly if you want little garterlettes!
I plan on keeping many males together in a large, about 90g, tank. I've no desire to breed, hence no females.
