Heat tape/mat

Your opininons/ideas needed....
I Lived in the philippines our ambient temperature ranges from 97.0'F {HIGH} to 77.0'F {LOW}. I Am planning to use heat mat on my ball pythons but most people here that i had ask about this tells me that it is not needed because we are a tropical country.

What do you think??
Should I be putting het tape/mat or not???

Hows your indoor temp? I live in Alabama so our outdoor temp ranges from 25-99 and because the indoor temps are so different I use flexwatt on a thermostat.
