Terraium question

Hi,
I have a terrarium question. I am really struggling getting drainage in my Uroplatus tank. I have a base layer of charcoal, gravel and decomposing leaves but im still getting puddles and the substrate looks too saturated. Could something about my proportion be wrong and to what extent would sphagnum moss around the plants help?thanks,
