i want to line my rat room with cedar lining. like the ones they use for closets? any harm to rats from the cedar smell?

Unless you seal the siding so the oils/aroma can't get out, yes, definitely unsafe for the rats and the snakes that eat them after.
(though I think the rats would have to be in contact with the cedar to run a risk to your snakes just eating the rats.) This also won't be good to house mice or snakes in either.
