I am making a rack system and was wondering what people reccomend as the best heat tape to use? I want it to be as cheap as possible but I am much more worried about quality and longevity.

As long as there is no mechanical wear on the heat tape (like boxes sliding over it), and temperature is controlled to a reasonable level for the heater, then longevity is quite good for just about any Flexwatt product, or heat cable, or heat pad, etc.
The carbon-impregnated heaters (Flexwatt, heat pads that look like Flexwatt) last a very long time. I have some running 10 years thus far. You are far more likely to give up on the hobby or change caging before the heaters fail.
There are other heat cables available for outdoor industrial use that are so tough you can jump up and down on them with no damage at all, and you can spray water on them with no worry. Some of these are cut-to-length. I've tried some for fun, and they are very effective but more pricey than Flexwatt. Just search for "heat cable". Some take a little skill to attach wires to (soldering or crimp), but if I can do it with great results, so can anyone.
