Fly River Turtle permits

Hello, All.

I'm new to the forum, but I'm wondering if anyone can shed some light on whether a person/organization would need any permit/license to possess/display a Fly River Turtle (Carretochelys insculpta). The individual in question has been in the US for about 10 years now and will not be crossing any state lines. Any information you can provide would be great.
