25% a week is good amount - I find the easiest way to change is to use a "Python" it hooks to your kitchen sink and has a two way valve on it. When the valve is one way, you turn the sink on and the water run through it like a normal hose, when the valve is the other way turn the sink on full and it acts a venturi sucking water from your tank to the sink. You should be able to get one at most aquarium stores. Best $50 bucks I ever spent

If you are near a basement drain or waste sink, invest about $65 in a standard submersible pump from your home improvement center. This will draw you down to about 1/4" and is much quicker and less hassle than a manual system. I find that turtles do not have to be kept in immaculate water (your nose is the best judge here) and can easily go a week or more between changes unless your food is exceptionally messy. Leaving a little waste water behind keeps the population of de-nitrifying bacteria up to naturally break down some of the waste.
