After searching for state laws/regulations you'll need to search for the particular county AND city laws/regulations.
As for shipping - you'll be lucky to find a day anytime soon with favorable shipping conditions. I encourage you to find someone close to you that is a known, good, shipper of live reptiles and see if they'll help you out.

Well, when you think of how he'd be crammed into a shipping box if you had him shipped, you probably could do somthing similar, but at least you'd have him with you and some control over things. Someone chime in if you think it's a bad idea??
Both have undesireable variables.
Your drive is not short. It may be longer based on traffic and weather. Same goes with shipping moreso pertinent to the weather and your ability to confidently ship the animal.
It more common sense than it is being made out to be. Think about the animals needs, which two methods of transport givin the variables will meet those needs to some degree.
Both probably will, but again its based on the variables (IE personal experiance shipping/traffic).
