It seems to be more a function of size than age.
Two seasons ago I had a pastel male who was born in August begin breeding the following Febuary. He weighed 500 grams, and I'd say this is about as small and young as a male will breed.
As far as females go, I had an 18 month old girl who weighed 1400 grams at the beginning of breeding season produce six good eggs for me. Most girls will reach 1400 grams or so in 2-3 years. Some say females are sexually mature at 1000 grams, but that small of a female would prob give you a very small clutch.
