I believe most, if not all, railroad ties are treated with creosote. You might be able to find untreated ties, though. Another issue is that their rough surface might provide enough traction for your torts to climb out and/or fall easily. I used redwood fence boards for my pen, and I know 2x4, 2x6, 2x8 redwood decking is available (just more expensive). If I were in a house where I knew I would be staying put for at least 10 years, I would use Trex or one of the other manufactured decking products. Doesn't rot and isn't as expensive as you might think. Also is inert, although someone might correct me on that one!
