But since they are protected, I figured no one could possibly own one. Is it in fact a pygmy blue-tongue? That's the only species I think it could be -- barring a very oddly colored and patterned specimen of T. scincoides.
Are you -- or rather, your friend -- in Australia? I'd love to see more pictures of that little guy, whatever he is.

Yes indeed, this is the very rare pygmee-BTS.
I had a meeting with a specialist in Adelaide and he
showed me the animals. Lucky me.
I took some pics and got some info and that's my
incounter with the most unusual BTS there is.
