I actually received a response from the office of Representative Rob Orr from Texas. It seems it is beyond the Reps. and into the congress. Here is the Email:

Wow, you actually got a response so quickly, I sent off e-mails last week to washington representatives last week and I have not heard a thing back. Thank you for your effort.

I can be fairly caustic here on the forums but i assure you that being rude to our reps will not get you anywhere, so to those who will be contacting your reps please be respecful to them.

I have lots of questions. What is the next step for the bill? What group of elected officials will vote on this next?
The group that started this seems to be just turning a deaf ear to us. We should be contacting other officials that will be voting on it and make it clear to them how many people this will effect. Don't let them vote on it without hearing how much damage it will do to us all.
