Permanent gravel in a toad tank?

I was wondering if there was a non-toxic epoxy that I could mix with aquarium gravel to make a permanent gravel base for my firebelly toad tank.

Also, in relation to the water level of the tank, how deep is too deep? Right now, they start out with about an 1˝ to 2 inches of water. When they're in the water they tend to stay to the deeper parts and occasionally swim. They're pretty active, so they tend to pound their dry land down into the water.

To prevent them pulling the land into the water you can always fix a piece of plexi glass at an angle to separate land and water. You can use the same aquarium apoxy (sylicone) to fix the gravel to the tank.

I am wondering why having gravel in the tank is so important. When it comes to the captive care of amphibians functionality should be more important than aesthetics, gravel not only doesn't look natural but it holds organics and contributes to fouled water.

use river rock. i used gravel and its just a pain. heavy, hard to get out, harder to clean, and you cant get all the junk out of it. river rock is a lot easier to clean.

as for gluing it together,,, i dont know. look at my tank with river rock.
