Help with rack--Shocking

Bought a couple of nice used melamine racks off here a few weeks ago. Just got them set up at home and when I was feeling in the rack to check to make sure the tape was working I was SHOCKED. The 11' flex watt is run from the bottom up (belly heat) only the top slot is shocking me and the rest seem to be working. The top slot feels warm also. I tried to untape and retape last night but that wasn't the ticket. Any ideas solutions would be appreciated. This is my first set of racks and I'm still learning.

Replace the flexwatt with new stuff. If it is bellyheat, chances are the tubs going in an out worn down the protective coating on the flexwatt. I would not take any chances trying to troubleshoot the problem. Just replace it all.

Problem solved: thanks John Q and others. had aluminum tape over a live end!!!

The "live end" should not be exposed to be shorted. Cover the end of the Flexwatt with electricians tape, maybe a couple of layers.
