My Congressman and I have had several discussions about this Bill. He agrees that the vocabulary of the Bill is way too vague and gives too much license to fill in the blanks.
The intent of the Bill was to curb importation of dangerous animals, reduce importation of wild caught animals from other countries and get a handle on feral species. I think that at some level we can all agree that some of these ideals are a good thing. Somehow or another the vernacular got twisted and what we are left with is carte blanche that would conceivably allow some ignorant politician to ban just about anything they want.
His stance seemed to be that the Bill should not be allowed to interfere with captive breeding hobbyists. It should not affect how most of us buy and sell snakes. It probably should ban people from importing 100's of field collected ball pythons and the occasional Gaboon Viper. Less clear to me was his stance on Reticulated Pythons or something like Bloods. If we could stop the idiots from turning their pythons loose when they get to big this wouldn't be an issue. Of course their is no legislation that can stop an idiot from being an idiot.
I'll stay after him.
