Finally using a UTH, but too hot????

I finally listened and installed a exoterra 10.5x11 UTH tonight, i also have dimmer..I cant figure out though, what temps to use..right directly on the glass its around 100 or so, but ontop of roughly 1/2 inch of aspen, its only around 82ish...isnt the 100 on the glass wayyyy too hot?
