Heating pads

Does anyone here use heating pads in their enclosures in addition to basking lights? If so, how do you use them since Monitors require a deep substrate which would tend to block heat coming from an under-tank pad?

i use flexxwatt along with a dome light because i was having trouble keeping up temps low in the cage at night, but that is a hatchling timor in a glass tank. No insulation in a glass tank. I put insulation and thermostats in all my custom cages.
