They should raise the roc license to 250.00 and 50 documented working hours with the animal........any other ideas

Nothing like pushing more people towards dumping them in the wild. Its a stupid law and the fact they will not allow herpers to remove the animals in the everglades tells me its more about a power grab than a concern for the enviroment.
