Knowing where on this planet your friend's back yard is would be helpful. We often get questions from various parts of Asia.
Not garter snakes. Probably either brown snakes or red bellied snakes, both of the genus Storeria.

sorry bout that.. totally forgot to say this was found in the philippines... so definitely not a garter? are these mildly venomous? thanks for the reply!
Appears to be a dwarf snake, Calamaria gervaisi. I believe they are nonvenomous.
