Problem heating new tank

I have a 29 gallon tank that i'm setting up for a new ball but i've been having problems heating it. It came with a used UTH which didn't have adhesive so i bought a new one for a 30-40 gallon tank. It feels hot when i move the bark but the thermometer only says the "hot" side is 78 and the cold is 74. Any ideas on why it's not getting hotter?

where is your thermometer? is it on the side of the cage or directly over the heating pad? Also, does the tank have a screen lid? You probably loosing most of your ambient heat through the screen.

Whats best for measuring surface temp is a temp gun..and digital thermometers with probes are great for surface and air (can dangle the probe mid tank or tape it to the side (disadvantage is these probes tend to need at least 15 mins to react the current temperature). Temp guns are point and shoot..but not so good with air temps

I have two thermometers, one on each side, but they're not digital. It has a screen and i just put a towel over the top but no change. The humidity is also really low, around 30%.

Your likely going to have to add a heat lamp. Those heat pads are only ok when you are using aquariums. It does "ok" for heating that 1 spot but overall the cage will likely be too cool unless the room you have them in is 80 degrees.
