Calling for HR2811

Has anyone else tried calling and the phone ran for 4 minutes straight with no answer then a busy signal where it cuts off? I've tried calling all the Washington DC numbers and this happened and I got an answer on the other number but the person on the line said it was a private number and didn't know what I was talking about. This is really frustrating.
