I've lived in Delaware for a couple years now, and from reading through that .pdf, I don't really see anything that looks new. As far as I can tell, it's the same regulations that are already in place. BS permit system that you can only get if you live on an acre of land anyway...in case your snake escapes, the acre is a buffer zone to keep it from getting to the other "normal" Delawareans (there are very few that I would consider normal) with their fuzzy pets.
I don't have an acre of land.
