question about a crazy looking garter

I work at a pet shop up near Seattle WA and I get people comeing in all the time with questions about things they find. Today someone came in with a garter {which is now in my possesion} that is mostly jet black except a blue stripe from his neck to his tail on each side and his belly and chin is also blue. But the coolest thing about him is that when you handly him the skin in between the jet black scales is bright blue. Any comments would be great. THANKS

I had a neonate melanistic wandering garter that looked like that. I released her when she didn't switch over to pinks. They're pretty common on the Coast (I'm in Vancouver) so if it's WC locally it's likely that. Count scales

might I suggest a northwestern garter.

They are extremly variable in appearance and Ive seen some that would match that description.
